HB 702 Summary

• Department of Land and Natural Resources shall conduct a carrying capacity study of Makena State Park in Maui County to assess the maximum number of visitors and human activity the park can sustain without degrading natural resources, cultural resources, or visitor and resident experiences.

• Study shall evaluate effectiveness of current use restrictions and management practices including park hours, entrance fees, and parking fees.

• Study shall assess potential effectiveness of mandatory or voluntary closures of sensitive areas and other visitor use restrictions or management practices.

• Department shall consult with Maui County, community organizations, and other relevant entities during the study.

• Department shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the regular session of 2024.
