Amends Section 286-41, Hawaii Revised Statutes, to add flatbed trucks to the list of vehicles exempt from motor vehicle registration requirements when used as marine terminal equipment.

Extends the existing exemption to new locations: Nimitz Highway (8:30 a.m. to 3:00 p.m. and 6:30 p.m. to 5:30 a.m.), Sand Island Access Road and Forrest Avenue, Auiki Street at Kapalama Container Terminal, Malakole Street at Barbers Point, and Hanua Street at Barbers Point (with escort vehicle required).

Corrects the spelling of "Waipaa" to "Waapa" Road abutting Nawiliwili Harbor in the existing exemption list.

Adds requirement that vehicles on Sand Island Access Road and Forrest Avenue must abide by speed limits and keep up with traffic flow.
