Requires all members of the legislature to disclose in their annual financial disclosure statements the name of any person subject to lobbying registration laws (section 97-3) who is a business partner, employer, officer/director of their employer, or client providing at least $5,000 in income during the preceding calendar year.

Amends Hawaii Revised Statutes section 84-17 to add new subsection (g) requiring these lobbyist-related disclosures from legislators in addition to existing financial disclosure requirements.

Establishes that "member's partner" includes spouses under chapter 572, civil union partners under chapter 572B, and reciprocal beneficiaries under chapter 572C for purposes of the disclosure requirement.

Implements recommendations from the Commission to Improve Standards of Conduct to enhance transparency and restore public trust in state government by disclosing potential conflicts of interest between legislators and lobbyists.

Takes effect upon approval with no retroactive application to rights, duties, or penalties that matured before the effective date.
