Amends Section 97-3, Hawaii Revised Statutes, to expand disclosure requirements for lobbyist statement of expenditures reports filed with the Hawaii State Ethics Commission

Requires lobbyists to identify specific legislative or administrative actions by bill number, resolution number, budget cost identifier, or other similar identifier that they commented on, supported, or opposed, replacing the previous requirement to only list "subject area"

Implements recommendations from the 2022 Commission to Improve Standards of Conduct, which was established to enhance standards of conduct for public officers and employees and increase transparency and accountability in state government

Maintains existing requirements for reporting expenditures, contributions, and recipient information while increasing specificity about which legislative or administrative matters are subject to lobbying efforts

Takes effect upon approval
