Requires the state ethics commission to design and administer mandatory lobbyist training courses covering state lobbyist laws under chapter 97 and relevant ethics laws under chapter 84.

New lobbyists must complete the training course before registering with the state ethics commission; registered lobbyists must repeat training at least once every two years.

Lobbyists must certify completion of training when registering or renewing registration and maintain documentation of completion for six years.

State ethics commission may grant extensions for good cause; training shall be offered in online and live formats (in-person or videoconference).

Failure to complete mandatory training or certify completion is subject to administrative fines up to $1,000 per violation; existing registered lobbyists have six months from the effective date to complete initial training.
