Requires boards to record all meetings open to the public when practicable and make recordings electronically available to the public as soon as practicable after the meeting until written minutes are posted on the board's website.

Encourages boards to continue maintaining recordings on their websites beyond the point when minutes are posted.

Mandates that boards provide the State Archives with a copy of any meeting recording before removing it from the board's website.

Requires written meeting minutes to include a link to the electronic audio or video recording at the beginning of the minutes, if available online.

Takes effect on October 1, 2023.
