• Requires that securing of mooring lines from vessels requiring tug assistance to state commercial docks, wharves, piers, quays, and landings be performed by a stevedoring company.

• Defines "stevedoring company" as a company registered in Hawaii authorized to secure mooring lines and provide cargo loading and offloading services.

• Defines "tug" as a boat used for towing larger vessels and "manifested cargo" as cargo, passengers, and crew listed on vessel documents.

• Adds mooring line securing requirement as a new power and duty of the Department of Transportation under Hawaii Revised Statutes Section 266-2.

• Takes effect July 1, 2050.
