Prohibits lobbyists and persons or entities required to file statements of expenditures from making gifts to legislators and state employees that are prohibited under section 84-11 or Hawaii Administrative Rules chapter 7.

Defines "employee" for purposes of the gift prohibition using the same meaning as defined in section 84-3 of Hawaii Revised Statutes.

Establishes administrative fines up to $1,000 per violation of the gift prohibition, with all collected fines deposited into the general fund.

Implements recommendations from the Commission to Improve Standards of Conduct to restore public trust in state government and increase transparency and accountability.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
