Changes the campaign spending commission's method of serving preliminary determinations of probable cause from certified mail to first-class mail.

Establishes a presumption that candidates, candidate committees, or noncandidate committees received the preliminary determination within two business days of mailing when sent to the address in their organizational report.

Implements recommendations from the Commission to Improve Standards of Conduct to address instances where candidates refused to accept certified mail delivery of probable cause determinations.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
