Amends Hawaii Revised Statutes Section 11-342(d) to redefine "fundraiser" as any function held to raise contributions where any price is charged or any contribution is suggested for attendance, regardless of amount.

Removes the previous $25 per person threshold requirement, making all fundraisers subject to notice of intent requirements regardless of suggested contribution level.

Adds definition of "fundraiser event" as any function held for benefit of an elected official intended to raise contributions where any price is charged or contribution is suggested.

Implements recommendations from the Commission to Improve Standards of Conduct to increase transparency and public confidence in campaign financing.

Takes effect on July 1, 2023.
