Amends Hawaii's sunshine law (Section 92-10, HRS) to apply to legislatively appointed bodies, including task forces, working groups, commissions, special committees, and select committees that include non-legislative members.

Establishes that sunshine law requirements and Part IV provisions take precedence over senate and house rules for legislatively appointed bodies, while preserving legislative branch exemptions for the legislature itself.

Defines "legislatively appointed body" as any task force, working group, commission, special committee, or select committee with membership consisting in part or in whole of non-legislative members appointed by one or both houses or their presiding officers.

Clarifies that the legislature's own open meeting requirements remain governed by its internal rules and procedures, which take precedence over the sunshine law.

Effective date: July 1, 2023.
