Expands campaign contribution prohibitions to include state and county grantees receiving funds under chapter 42F or county charter/code, in addition to existing restrictions on state and county contractors.

Prohibits owners, officers, and immediate family members of state or county contractors from making campaign contributions during the contract period from execution through completion.

Prohibits owners, officers, and immediate family members of state or county grantees from making campaign contributions during the grant/subsidy period from execution through completion.

Defines "completion of the contract" as termination or full performance of duties, with no remaining disputes or disputed claims.

Implements recommendations from the Commission to Improve Standards of Conduct to enhance transparency and public trust in state government by restricting campaign contributions from entities receiving public funds.
