Prohibits state and county elected officials from soliciting or accepting campaign contributions during any regular or special session of the state legislature, including extensions, recess days, holidays, and weekends.

Applies the prohibition to all elected officials as defined in Hawaii Revised Statutes section 11-342(d).

Maintains existing contribution limits to candidate committees: $2,000 for two-year offices, $4,000 for four-year nonstatewide offices, and $6,000 for four-year statewide offices during election periods.

Implements recommendations from the Commission to Improve Standards of Conduct (established by House Resolution No. 9, 2022) to increase public trust and transparency in state government.

Takes effect upon approval.
