H.B. 727 Summary

• Eliminates the option for ballot issue committees to donate surplus funds to community service, educational, youth, recreational, charitable, scientific, or literary organizations; requires return of all surplus funds to contributors within 90 days after election.

• Removes the permitted use of campaign funds to purchase up to two tickets for events or fundraisers held by another candidate or committee.

• Adds new permitted use allowing candidates, treasurers, or candidate committees to make contributions to another candidate in an amount not exceeding $2,000 per election period.

• Implements recommendations from the Commission to Improve Standards of Conduct to limit permitted uses of campaign funds to purposes directly related to candidates' campaigns.

• Takes effect on March 22, 2075.
