Requires students paying resident tuition at the John A. Burns School of Medicine to work in Hawaii for at least 5 years within 10 years following graduation.

Students who fail to meet the 5-year work requirement must repay the University of Hawaii the difference between resident and nonresident tuition fees for each year or fraction thereof not worked.

Directs the Board of Regents to adopt rules under Chapter 91 of Hawaii Revised Statutes to implement the service commitment requirement.

Takes effect upon approval and does not affect rights, duties, or proceedings that matured or began before the effective date.
