Replaces the term "marijuana" with "cannabis" throughout Hawaii Revised Statutes as a technical, non-substantive change to align with scientific terminology.

Legislature finds that "marijuana" is a slang term of Mexican-Hispanic origin with discriminatory history, used deliberately in the 1920s-1930s to associate cannabis with Mexican immigrants during prohibition advocacy.

Amends multiple sections of Hawaii law including criminal statutes (HRS chapters 329, 706, 710, 712, 712A) and other administrative codes to substitute "cannabis" or related terms for "marijuana" or related terms.

Exempts Section 328-15 from changes and specifies that Act 14 (Session Laws of Hawaii 2020) must be repealed before certain amendments take effect on July 1, 2023.

Does not affect rights, duties, or penalties incurred before the Act's effective date and does not change the legal definition of hemp.
