Authorizes the Hawaii paroling authority to award earned credits to parolees for compliance with parole supervision terms and conditions that reduce their overall parole supervision period.

Parolees may earn credits equal to 30 calendar days for each calendar month of compliance, defined as the absence of a violation report submitted by a parole officer during that month.

Directs the paroling authority to develop written policies and procedures for implementing the earned credits system, including guidelines for the credit earning process and data collection on credit amounts and parole period reductions.

Requires the paroling authority to maintain records of earned credits and notify parolees at least every six months of their current anticipated parole supervision termination date.

Takes effect upon approval and is intended to reduce recidivism rates by facilitating post-incarceration employment and incentivizing compliance with parole requirements.
