Requires the Department of Transportation to amend administrative rules to streamline the process for vehicle owners whose registration and safety inspections are both expired.

Allows vehicle owners to register their motor vehicle without first obtaining a certificate of inspection, then obtain the inspection after successful registration.

Allows vehicle owners to obtain a certificate of inspection without first providing evidence of motor vehicle registration, then register the vehicle afterward.

Eliminates the current three-step process that requires owners to get a failed inspection, then register, then return for a passed inspection.

Takes effect on June 30, 3000 (note: effective date appears to contain a typographical error with the year).
