Clarifies that public charter school teachers and other personnel employed under the same pay schedule are explicitly included in collective bargaining unit (5) under Hawaii Revised Statutes section 89-6.

Amends section 89-6(a)(5) to add "and public charter schools" alongside the department of education in the collective bargaining unit definition.

Addresses confusion about charter school teacher inclusion in the state's collective bargaining laws by making the language explicit in statute.

Applies to part-time employees working less than twenty hours per week who are equivalent to one-half of a full-time equivalent.

Takes effect June 30, 3000.
