Establishes a task force within the Department of Health's behavioral health services administration to study accessibility and utilization of essential services for developmentally and intellectually disabled individuals in Hawaii.

Task force membership includes 2 representatives each appointed by the Speaker of the House and President of the Senate (each chamber designates one co-chairperson), plus representatives from the Department of Health, Department of Human Services MedQuest division, developmental disability advocacy groups, and parent-advocates.

Task force shall study service gaps, accessibility barriers, needed universal screenings, underserved populations, and propose improvements to existing services and decreased barriers to essential services.

Task force must submit findings, recommendations, and proposed legislation to the legislature no later than 20 days before the 2024 regular session convenes.

Task force members serve without compensation but receive reimbursement for expenses; task force dissolves after completing its duties or 20 days before the 2024 regular session, whichever occurs first.
