HB 780 Summary

• Requires the office of the lieutenant governor to convene a working group to examine the feasibility of establishing a kauhale pilot program to provide shelter and services to homeless individuals in Hawaii.

• Kauhale units must consist of tiny homes priced at no more than $25,000 per unit with common areas, shared facilities, and support for residents coping with substance abuse who are receiving treatment.

• Working group must identify at least 6 potential sites on Oahu and at least 1 site each on Hawaii, Kauai, and Maui, and develop sites on public or private lands.

• Kauhale pilot program shall be exempt from Hawaii Revised Statutes chapters 103D and 103F, as well as all county permitting, licensing, zoning, and variance requirements that hinder implementation.

• Lieutenant governor must submit working group's findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2024 regular session convening.
