Authorizes the Department of Human Services to appoint an existing employee to apply for and manage grants or other public or private funding opportunities during regular business hours.

Allows DHS to request grant writing assistance from other state agencies or contract/employ a dedicated capture manager to serve as the department's grant writer and manager.

Permits capture managers to be retained as contractors exempt from Hawaii Revised Statutes Chapter 103D or as temporary employees exempt from Chapter 76.

Requires DHS to submit reports to the legislature no later than 20 days before the 2024 and 2025 regular sessions, including lists of grants sought, awarded, and any recommendations for proposed legislation.

Effective July 30, 3000.
