Authorizes public school complexes to develop rigorous classroom-based performance assessments that may include authentic assessments as an alternative to standardized testing.

Defines "authentic assessments" as evaluations involving multiple forms of measurement other than standardized testing that connect instructional content to real-world problem-solving, including project-based learning and problem-based learning.

Changes the requirement for school complexes to develop classroom-based performance assessments from mandatory ("shall") to optional ("may").

Maintains existing requirements for standards-based curriculum development, including scope and sequence specifications, course consistency, grade-level alignment, and quarterly formative assessment monitoring.

Takes effect on June 30, 3000.
