Creates civil liability for persons who report to law enforcement without reasonable suspicion of a crime or imminent danger, when the report is based wholly or substantially on the target's protected class status (race, color, religion, age, sex, gender identity/expression, sexual orientation, marital status, national origin, ancestry, or disability).

Allows injured persons to bring civil action for injunctive relief, damages, or other appropriate relief in any court of competent jurisdiction in Hawaii.

Permits courts to issue injunctions against continued violations without requiring proof of actual damages to the plaintiff.

Defines "lack of reason to suspect" as a situation where a reasonable person would not suspect a violation of the Hawaii Penal Code, other criminal conduct, or imminent danger has occurred or is occurring.

Takes effect upon approval.
