Requires each county to adopt ordinances by July 1, 2024 allowing religious institutions, educational institutions, and medical institutions to construct housing units by right on their owned property, regardless of current zoning restrictions.

Limits housing developments under this provision to properties less than fifteen acres and requires institutions to retain ownership of housing units for thirty years before offering them for sale.

Defines "educational institution" as a private organization with 501(c)(3) tax-exempt status, "medical institution" as a nonprofit incorporated in Hawaii providing hospital or medical services, and "religious institution" as a nonprofit that does not restrict membership based on race, color, or ancestry.

Makes minor technical corrections to Hawaii Revised Statutes Section 46-4 regarding county zoning authority and nonconforming uses.

Effective date: June 30, 3000.
