H.B. 82 Summary

• Expands the health care preceptor tax credit under Hawaii Revised Statutes Section 235-110.25 to include licensed dieticians, physician assistants, and social workers as eligible preceptors in addition to physicians, osteopathic physicians, advanced practice registered nurses, and pharmacists.

• Amends the definition of "preceptor" to include specialists whose specialty supports primary care development, broadening eligibility beyond those maintaining primary care practices.

• Clarifies "volunteer-based supervised clinical training rotation" to allow preceptors to be compensated for standard clinical services while remaining uncompensated for the training time itself or for training services funded through tuition or state general funds.

• Adds dietician, physician assistant, and social work students to the list of "eligible students" who can receive training from preceptors under the tax credit program.

• Expands the preceptor credit assurance committee membership to include the director of health or designee as a voting member alongside representatives from area health education centers, nursing centers, and academic programs.
