Amend section 286-26, Hawaii Revised Statutes, to require motorcycles to be certified for safety inspection once every two years instead of once every twelve months.

Remove motorcycles from the list of vehicles requiring annual inspection and reclassify them into the biennial inspection category.

Direct the director of transportation to adopt rules requiring motor vehicle inspectors to charge a minimum inspection fee of $25 for motorcycles.

Establish a two-year moratorium allowing the director of transportation to waive or extend renewal, expiration, or other inspection deadlines for motorcycles during the transition period.

Take effect on June 30, 3000.
