Amends Section 201H-38 of the Hawaii Revised Statutes to add a new requirement for housing projects proposed on lands zoned as preservation or agricultural by the applicable county.

Requires the Hawaii Housing Finance and Development Corporation or an eligible developer to prepare an environmental impact statement pursuant to chapter 343 for any such proposed housing project.

Maintains existing exemptions from planning, zoning, construction standards, and other regulatory requirements for housing projects that meet specified conditions related to health, safety, utilities, and county legislative approval.

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the effective date.
