Amends Hawaii Revised Statutes Section 586-10.5 to limit automatic referrals to the Department of Human Services to cases involving allegations of child abuse or neglect, rather than all domestic abuse allegations.

Requires court-designated employees or agencies to report matters to DHS only when a family or household member who is a minor or incapacitated person is involved in alleged child abuse or neglect.

Maintains existing requirements for DHS to provide written reports on referral dispositions to the family court at least two working days before the hearing, if possible.

Preserves the family court's discretionary authority to refer cases to DHS where investigation is warranted to ensure family safety, even when automatic referral requirements do not apply.

Takes effect upon approval.
