Enacts the Interstate Teacher Mobility Compact to streamline teacher licensure across member states and reduce barriers to teacher employment and relocation.

Allows teachers holding unencumbered licenses in one member state to receive equivalent licenses in receiving states without additional requirements, except for state-specific content requirements upon renewal.

Provides expedited licensing pathways for active military members and eligible military spouses, who may receive equivalent licenses even if their original license is not unencumbered.

Establishes the Interstate Teacher Mobility Compact Commission composed of one delegate from each member state to promulgate rules, manage finances, and oversee compliance with the compact.

Maintains state sovereignty over teacher discipline, investigative procedures, and information control, while requiring member states to share investigative and disciplinary files upon request.
