Appropriates funds to the University of Hawaii for three new permanent support staff positions at the Hawaii Institute of Marine Biology for fiscal years 2023-2024 and 2024-2025: one building maintenance worker II, one administrative officer, and one website specialist.

Establishes these positions to address critical understaffing at the institute, which manages a 26-acre campus, maintains National Pollutant Discharge Elimination System permits, operates diving and boating programs, and generates approximately $9,000,000 annually in research, education, and outreach funding.

Recognizes the institute as a center of innovation with 28 faculty members conducting tropical marine biology research and education with direct benefits to local students and the State.

Appropriated funds shall be expended by the University of Hawaii to establish and maintain these permanent support staff positions.

Takes effect June 30, 3000 (contains apparent clerical error in effective date).
