Prohibits pet store operators from selling dogs, cats, or rabbits unless obtained from animal control officers, humane societies, societies for the prevention of cruelty to animals, or rescue groups with cooperative agreements with governmental entities or the aforementioned organizations.

Requires pet store operators to maintain records documenting the source of each dog, cat, or rabbit for at least one year following acquisition and provide records to the department upon request.

Mandates pet store operators post signs on animal cages displaying the name and address of the source entity from which the animal was obtained.

Establishes a civil penalty of $500 per violation, with each animal offered for sale in violation constituting a separate offense.

Allows the department to adopt rules under chapter 91 to implement the bill's provisions; takes effect upon approval.
