Prohibits lodging establishments from providing personal care products (shampoo, hair conditioner, bath soap) in single-use plastic containers within sleeping rooms, spaces within sleeping rooms, or public bathrooms, effective January 1, 2025 for establishments with more than 50 rooms and January 1, 2027 for those with 50 or fewer rooms.

Allows lodging establishments to provide bulk dispensers for personal care products or non-plastic packaged products available upon request at locations outside sleeping rooms and bathrooms.

Establishes civil penalties of $500 for the first violation and $2,000 for subsequent violations, with each day of continued violation constituting a separate offense.

Defines "small plastic container" as a plastic bottle or container with a capacity of 6 ounces or less not intended for reuse by the end user.

Excludes hospitals, nursing homes, prisons, jails, homeless shelters, and other institutional facilities from the definition of "lodging establishment."
