Extends motor vehicle safety inspection intervals from every 12 months to every 24 months for most vehicles including motorcycles, mopeds, trailers, semitrailers, and antique motor vehicles with a gross vehicle weight rating of 10,000 pounds or less.

Extends the exemption period for newly purchased vehicles from 2 years to 3 years before the first required safety inspection (mopeds excluded from this extension).

Takes effect upon approval.
