Requires the Department of Accounting and General Services to develop and implement an enhanced security plan for Hawaii's state capitol and Washington Place in consultation with the legislature and relevant agencies.

Security plan must include screening visitors for weapons while preserving public access, preventing unauthorized vehicular access to capitol grounds while preserving viewplanes and historic character, and relocating public parking from the underground garage to prevent unauthorized access.

Appropriates funds for fiscal years 2023-2024 and 2024-2025 (specific amount not filled in) for metal detectors, screening stations, vehicle barriers, parking facility redesign, and hiring security personnel.

Requires the Department of Accounting and General Services to submit progress reports and recommendations to the legislature no later than twenty days before the convening of regular sessions in 2024, 2025, and 2026.

Takes effect on July 1, 2023.
