Prohibits retail sale or offer for retail sale of single-use plastic bottles designed to hold less than two liters of bottled water for oral consumption, effective January 1, 2024.

Exempts plastic bottles containing bottled water needed for emergency response and public health and safety purposes from the prohibition.

Requires plastic bottles and rigid plastic containers to display resin identification labels (numbers 1-7 within a triangle of arrows) indicating the type of plastic material used.

Addresses marine pollution concerns by targeting single-use plastics, noting that over 15 million metric tons of plastic enter the world's oceans annually and predictions that plastic will outweigh fish by 2050 without significant action.
