Establishes an addiction recovery care working group within the Department of Health to assist counties in becoming "recovery-ready" by addressing substance use disorder through prevention, treatment, and long-term recovery programs.

Working group membership includes representatives from state departments (Health, Public Safety/Corrections, Law Enforcement, Human Services), all four county drug court programs, each county mayor, the Attorney General, legislature leadership, and invited representatives from healthcare, pharmacy, and community organizations.

Working group shall identify funding sources, barriers to addiction recovery care access, and policies perpetuating those barriers; and recommend a recovery-ready county certification program with standards for counties to coordinate resources and services.

Working group shall submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2025 regular session convenes, then dissolve on June 30, 2025.

Members serve without compensation but receive reimbursement for reasonable expenses; exempt from Hawaii Revised Statutes Chapter 84 conflict of interest provisions solely due to working group participation.
