Adds new section to Hawaii Revised Statutes Chapter 453 exempting out-of-state physicians from Hawaii licensure requirements when traveling with sports teams under specified conditions.

Exempts physicians with written or oral agreements to provide care to team members and coaching staff for specific sporting events, provided services are limited to requirements of national sport governing bodies or professional leagues and the physician notifies the Hawaii medical board before entering the state.

Exempts physicians invited by national sport governing bodies, intercollegiate leagues, or professional leagues to provide services at training centers or sanctioned events, subject to same scope and notification requirements.

Limits exemptions for traveling team physicians to 10 days per sporting event, extendable to 20 days (30 days total per year) with board approval; exemptions for sport training centers valid only for duration certified by the governing body, not to exceed 30 days.

Prohibits exempted physicians from providing care to other state residents or practicing at licensed health care facilities; authorizes Hawaii medical board to enter into agreements with other state licensing boards for implementation and reporting of license violations.
