Requires the Department of Education to assess its facilities and provide the legislature with a prioritized list of school facilities in each county where renewable energy system installations would provide the most benefit, including associated costs and completion timelines.

Mandates the creation of a prioritized list of school playground areas in each county most needing covered play structures to protect children from excessive heat and ultraviolet ray exposure, based on temperature data, UV index ratings, and cloud cover analysis.

Requires the Department of Education to assess and report on the feasibility of integrating renewable energy systems into playground shade structure covers on school campuses.

Directs the Department of Education to submit a comprehensive report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2024 regular legislative session convenes.

Effective date is June 30, 3000.
