H.B. 90 Summary

• Amends Hawaii Revised Statutes Section 11-342 to require candidate committees and noncandidate committees to file notices of intent for all fundraisers, regardless of the price or contribution amount charged.

• Removes the previous $25 per person minimum threshold requirement, expanding the definition of "fundraiser" to include any function where any price is charged or any contribution is suggested.

• Prohibits elected officials (governors, lieutenant governors, state senators, state representatives, trustees of the office of Hawaiian affairs, county mayors, county council members, county prosecuting attorneys, and appointed officials in those offices) from holding fundraiser events during regular legislative sessions, special sessions, recesses, holidays, and weekends.

• Requires the person in charge of a fundraiser to file notice with the Hawaii Campaign Spending Commission prior to the event, including the organizer's name and address, price per person, date, hour, place, and method.

• Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the effective date.
