Requires military personnel called to active duty in Hawaii to receive payment without delay from the date of deployment at the same rate as active duty counterparts in the United States military.

Entitles officers, warrant officers, and enlisted personnel of the army, air national guard, Hawaii state defense force, and navy to basic allowance for housing when ordered to active duty, subject to rules adopted by the governor.

Creates new service credit provisions allowing military personnel ordered to active duty to receive service credit for time served, which counts toward retirement if they are current state or county employees.

Adds provisions requiring direct deposit of military pay by electronic means to personal banking accounts as an available option for military personnel.

Takes effect on July 1, 2023.
