H.B. 907 Summary

• Temporarily allows reimbursement for telehealth services provided through interactive telecommunications systems, including two-way, real-time audio-only communication for mental health services.

• Establishes that audio-only telehealth for mental health diagnosis, evaluation, or treatment to patients in their homes shall be reimbursed at 80% of in-person visit rates by private insurers.

• Requires providers to conduct an in-person visit or non-audio telehealth visit within 6 months before initial audio-only sessions, or within 12 months before subsequent audio-only sessions.

• Defines "interactive telecommunications system" consistent with federal regulations (42 CFR 410.78(a)) and applies provisions to accident and health insurance, mutual benefit societies, and health maintenance organizations.

• Repeals on December 31, 2025, returning affected statutes to their prior form.
