• Requires rental vehicle lessors in Hawaii to incorporate zero-emission vehicles or plug-in hybrid electric vehicles into their fleets according to a phased schedule.

• By January 1, 2027, at least 30% of each fleet must be zero-emission or plug-in hybrid vehicles; by January 1, 2031, at least 60%; and by January 1, 2035, 100%.

• Defines "zero-emission vehicles" to include electric vehicles and hydrogen fuel cell vehicles with four or more wheels.

• Defines "plug-in hybrid electric vehicles" as light duty trucks, SUVs, or vans with four or more wheels that can be charged via standard electric chargers and have both battery and internal combustion engine propulsion.

• Takes effect upon approval.
