Establishes a child and adolescent crisis mobile outreach team pilot program within the Department of Health's child and adolescent mental health division, with one team on Oahu and one on a neighbor island to be determined by the department.

Program begins January 1, 2024 and ends December 31, 2025, providing crisis prevention, face-to-face intervention within one hour of request, de-escalation and assessment, and stabilization services for up to eight weeks.

Services include connecting youths to community supports, in-home clinical support, connections to higher-level care when necessary, and collaboration with community partners and other state agencies.

Department of Health must submit a report to the legislature no later than twenty days before the 2025 regular session with findings, recommendations, proposed legislation, and whether the pilot program should be extended.

Appropriates unspecified funds from general revenues for fiscal years 2023-2024 and 2024-2025 to hire and train mental health professionals with trauma-informed training and experience working with youth.
