Increases maximum public funds available to candidates from 10% to 15% for governor, lieutenant governor, and mayors of Honolulu and Hawaii counties of the expenditure limit established in section 11-423(d).

Increases maximum public funds from 15% to 22.5% for state senators, state representatives, mayors of Kauai and Maui counties, county council members, and prosecuting attorneys.

Changes maximum public funds for Hawaiian affairs board of trustee candidates from a fixed $1,500 to 10% of the expenditure limit established in section 11-423(d).

Increases matching fund payments for excess qualifying contributions from $1 for each $1 to $2 for each $1 of qualifying contributions exceeding minimum amounts.

Adjusts minimum qualifying contribution thresholds for various offices, including lowering thresholds for prosecuting attorney positions in Hawaii and Kauai counties and for county council in Maui and Kauai counties.
