H.B. 955 Summary

• Extends the exemption for unlicensed birth attendants to practice midwifery without a license through July 1, 2025 (previously July 1, 2023), provided they meet specified conditions including disclosure requirements and no use of legend drugs.

• Requires birth attendants to verbally and in writing disclose to clients that they lack a state professional license, their education and qualifications have not been reviewed by the State, their specific education and training, restrictions on legend drug use, any disciplinary history, and a transportation plan to the nearest hospital.

• Adds the North American Registry of Midwives portfolio evaluation process as an acceptable proof of completion of formal midwifery education and training for certified professional midwife applicants.

• Allows student midwives to practice under supervision of either a North American Registry of Midwives qualified midwife preceptor or a Midwifery Education Accreditation Council qualified midwife preceptor.

• Takes effect on June 30, 3000 and is formally named "Sovereign's Law" to honor a twelve-year-old Native Hawaiian who aspires to become a traditionally-trained midwife.
