• Requires Hawaii State Building Codes to incorporate the International Green Construction Code standards for material resource conservation, construction waste management, and material reuse and recycling.

• Mandates minimum waste diversion targets of 25% for public building projects and 20% for private building projects, excluding concrete foundations and masonry walls, with verification through maintained receipts and documentation.

• Specifies requirements for construction waste diversion including identification of collection/storage locations, material types to be diverted, calculation methods by mass, and inspection access for State or county designees.
