Adds prekindergarten facilities to the definition of "project" that the School Facilities Authority can develop and construct.

Explicitly authorizes the School Facilities Authority to enter into partnerships to acquire, construct, or improve prekindergarten facilities.

Allows the School Facilities Special Fund to support any school development, planning, or construction project including prekindergarten facilities.

Transfers $200,000,000 in general revenues to the School Facilities Special Fund for fiscal year 2023-2024.

Appropriates funds from the School Facilities Special Fund for the authority to expand prekindergarten access through new construction, renovation of existing facilities, and other capacity-building measures.
