Establishes a new chapter on apostilles and certifications in Hawaii Revised Statutes, defining apostilles as certifications under the 1961 Hague Treaty and non-apostille certifications for countries not recognizing the treaty.

Sets a $10 fee for each apostille or non-apostille certification issued by the lieutenant governor.

Creates the apostilles and certifications special fund administered by the office of the lieutenant governor to receive fees, interest earned, and legislative appropriations.

Authorizes the lieutenant governor's office to spend special fund moneys on operational expenses including postage and supplies.

Takes effect on June 30, 3000.
