Establishes a full-time grant specialist position within the Department of Agriculture to seek and write grants, provide technical assistance, and administer grant programs for agricultural operators.

Assigns the position to perform needs assessments, provide recommendations to the board of agriculture chairperson, and assist farmers, ranchers, and agricultural operators in applying for grants from the United States Department of Agriculture and other sources.

Requires the grant specialist to prioritize assistance to farmers and ranchers who produce local food, at least some portion of which is consumed within Hawaii.

Appropriates general revenues for fiscal years 2023-2024 and 2024-2025 to fund the position (specific dollar amount not filled in).

Takes effect June 30, 3000.
